Smiley to salute Janicek
The City of Smiley will salute Mayor Donnie Janicek Thursday for his long service to the city.
Janicek will preside over his final city council meeting at 7 p.m. before Ellis Villasana takes his oath of office as Mayor, along with two new council members, Willie Ann Canion and Kathy Whitehead.
Janicek served as mayor of Smiley from 1980-83 and again from 1991 to the present. He was a city councilman from 1976-1980.
During his terms, he presided over a number of accomplishments, including:
* Implemented a community newsletter, the “Smiley Buzz;”
* Implemented census mapping in 2010;
* Implemented no-smoking and no-cash policies at City Hall;
* presided over the implementation of a comprehensive plan for city zoning and parks;
* administrated recycling capabilities for the city, infrastructure grants for water, sewer and street improvements;
* presided over the creation of the City fo Smiley website and auto drafts for payments of utility bills;
* steered fund raising for Smiley VFD improvements;
* negotiated a number of city programs, including Reverse 911, the purchase of a recycling center, purchase of the Wells Fargo building and a number of other important city contracts.
Janicek has also been involved in a number of community projects, serving as master of ceremonies for the yearly Smiley Exes reunion, serving with the Lions Club, Smiley “Lock-In” participant, election clerk, hosting the city’s annual Christmas open house, hosting the yearly J.B. Patterson Jr. Memorial Golf Tournament, and helped form the Water Protection Association.
